The federal government has revised its support package for families of government employees who die during service.
The Establishment Division issued an Office Memorandum on the revised package. The new package took effect from August 28, 2026.
The revised scheme separates benefits for security-related deaths from those for general deaths during service. It applies to regular federal government employees who die in service.
Up to Rs20 Million for Security-Related Deaths
Under the new package, families of employees who die in security-related incidents will receive lump-sum grants based on the employee’s grade.
The grant starts at Rs10 million for BS-1 to BS-10 employees. It rises to Rs12.5 million for BS-11 to BS-15.
Families of BS-16 and BS-17 employees will receive Rs15 million. The amount rises to Rs18 million for BS-18 and BS-19 employees.
Families of employees in BS-20 and above will receive Rs20 million.
The government defines a security-related death as a death caused directly by terrorism, militancy, violent resistance, targeted attacks or hostile action linked to official duties.
Full Salary Until Retirement
Families of employees classified as Shaheed will continue to receive the employee’s full pay and allowances until the normal retirement age.
The package also provides full pension after retirement under the applicable pension rules.
In addition, families will retain government accommodation or hired housing until the employee reaches the retirement age or for at least five years, whichever is later.
Housing Support Up to Rs50 Million
The revised package provides substantial housing assistance to families of Shaheed employees.
Families of BS-1 to BS-10 employees can receive Rs13.5 million for house purchase or construction. The amount rises to Rs17.5 million for BS-11 to BS-15.
Families of BS-16 and BS-17 employees can receive Rs25 million. The amount reaches Rs30 million for BS-18 and BS-19.
For BS-20 and above, the housing support rises to Rs50 million.
Free Education and Employment
Children of employees who die in security-related incidents will receive free education up to postgraduate level.
The government will cover the related educational expenses.
The widow, widower, son or daughter of a deceased employee can also receive a regular government job in BS-1 to BS-15 without advertisement, subject to the prescribed procedure.
Families will also receive free health facilities according to the employee’s entitlement.
The government will waive unpaid balances on house-building, motorcar and motorcycle advances in accordance with the package.
Transport Support for Shaheed Families
Families of Shaheed employees in BS-18 and above will receive a 1,300cc car or an equivalent cash amount.
Families of BS-16 and BS-17 employees will receive a 1,000cc car or equivalent cash payment.
The package also provides a monthly house maintenance or transport allowance. The amount ranges from Rs20,000 for BS-1 to BS-10 families to Rs100,000 for BS-20 and above.
Support for General In-Service Deaths
The government has also revised benefits for employees who die during service from general causes.
Families of BS-1 to BS-4 employees will receive a lump-sum grant of Rs600,000. The amount is Rs900,000 for BS-5 to BS-10.
Families of BS-11 to BS-15 employees will receive Rs1.2 million. The grant rises to Rs1.5 million for BS-16 and BS-17.
Families of BS-18 and BS-19 employees will receive Rs2.4 million. Employees in BS-20 and above will have a Rs3 million grant.
Families will receive 100% pension under the applicable rules. If an employee had less than 10 years of service, the pension will be calculated using a minimum service period of 10 years.
Separate Grants for Official-Duty Accidents
The revised package also sets separate grants for deaths caused by accidents while performing official duties.
The amount ranges from Rs3 million for BS-1 to BS-10 employees to Rs7 million for BS-20 and above.
A three-member departmental committee, headed by an officer of at least BS-19, must investigate such cases before the benefit applies.
The package also provides financial assistance for permanent and temporary disabilities resulting from specified security or duty-related incidents.
Government Seeks Updated Family Records
The Establishment Division has directed ministries and departments to keep updated records of employees’ family members and GP Fund nominations.
Each ministry or department can nominate a BS-17 or BS-18 officer to oversee the delivery of benefits.
The officer will help ensure that approved benefits reach eligible families within one month of the employee’s death.
The revised package replaces earlier assistance and Shaheed packages and applies to regular federal government employees who die in service on or after the applicable date.
