Canada has announced new sanctions against 10 Iranian individuals and entities over their alleged roles in human rights violations and the repression of dissent in Iran.
Canadian Foreign Minister Anita Anand announced the measures on September 23, 2026, during the 81st session of the United Nations General Assembly in New York.
The new sanctions target five individuals and five entities under Canada’s Special Economic Measures (Iran) Regulations. Ottawa said those listed include senior Iranian security and government officials, as well as state-directed organizations involved in digital repression and censorship.
Senior Iranian Officials Targeted
The individuals named by Canada include Eskandar Momeni, Iran’s Interior Minister and a senior Islamic Revolutionary Guard Corps commander.
The list also includes Davoud Moazami Goudarzi, head of the Greater Tehran Cyber Police; Rasoul Jalili, a member of Iran’s Supreme Council of Cyberspace; Mohsen Fathizadeh, head of the Protection and Intelligence Organization of the Law Enforcement Forces; and Ruhollah Momen Nasab, head of the Headquarters for the Promotion of Virtue and Prevention of Vice.
Canada said the listed individuals and entities have contributed to efforts to suppress dissent and restrict fundamental freedoms.
Digital Repression and Censorship
The sanctioned entities include the Iranian Audiovisual Media Regulatory Authority (SATRA), the Working Group for Determining Instances of Criminal Content, Douran Group, Yaftar Pazhohan Pishtaz Rayanesh Limited Company, and the Seraj Cyberspace Organization.
According to Global Affairs Canada, the organizations are linked to digital surveillance, censorship and other activities aimed at controlling information and targeting people who express dissenting views.
Canada said the measures are part of coordinated international efforts to increase pressure on Iran over what it describes as continuing human rights violations.
Canada Says It Will Maintain Pressure
Anand said Canada would use targeted sanctions and other available tools in response to what her government describes as serious human rights violations and threats to international peace and security.
She also said Canada would continue working with international partners to support the rights of Iranian people and oppose repression.
With the latest measures, Canada says it has imposed 24 rounds of sanctions since October 2022. The measures now cover 237 Iranian individuals and 265 Iranian entities under several Canadian sanctions laws and regulations.
