Pakistan’s President Asif Ali Zardari has approved the imposition of an emergency and governor’s rule in Khyber Pakhtunkhwa (KP), following a recommendation from Prime Minister Shehbaz Sharif and the federal cabinet. The decision took effect on October 11, 2026, under Articles 232 and 234 of the Constitution.

According to the President’s Secretariat, the decision followed reports of worsening law and order, increased terrorist attacks and the breakdown of talks between federal and provincial officials.

Government Cites Rising Security Threats

The President’s House said recent attacks on government installations, infrastructure and law enforcement agencies had created serious risks to public safety.

The federal government also accused the KP administration of failing to take effective action against terrorism. These allegations form part of the federal government’s justification for invoking emergency powers.

Governor to Exercise Provincial Powers

Under the announced measures, KP Governor Faisal Karim Kundi will oversee provincial affairs with the support of an 11-member advisory council.

Law Minister Azam Nazeer Tarar said the provincial government led by the chief minister had ceased to function under the new arrangement. Powers previously held by the chief minister, provincial cabinet and advisers have transferred to the governor, according to the government.

The federal government has also announced arrangements to place 12 districts under a separate secretariat operating through the governor and the chief secretary. Officials said the measures aim to improve coordination and address security concerns.

Prime Minister Shehbaz Sharif sought the president’s approval after the federal cabinet reviewed the security situation and recommended emergency measures. The President’s Secretariat confirmed that Zardari signed the advice under Articles 232 and 234.

The decision marks a major change in the administration of Khyber Pakhtunkhwa. It has also intensified political tensions between the federal government and the province’s Pakistan Tehreek-e-Insaf (PTI)-led administration.
