ISLAMABAD, — Pakistan and Denmark have officially launched the Strategic Sector Cooperation (SSC) Programme after signing a Memorandum of Understanding (MoU) aimed at strengthening bilateral cooperation in the energy sector and accelerating Pakistan’s transition toward green and sustainable energy.
The agreement was signed by Power Division Secretary Dr. Fakhr-e-Alam Irfan on behalf of Pakistan and Danish Ambassador Maja Dyrøs Mortensen on behalf of Denmark. Federal Minister for Energy Sardar Awais Ahmad Khan Leghari attended the signing ceremony.
According to Pakistan’s Power Division, the government-to-government partnership will enable Danish experts to provide technical assistance to Pakistan’s federal energy institutions. The initiative seeks to support renewable energy expansion, improve energy efficiency, strengthen institutional capacity, and help Pakistan achieve its climate commitments.
The programme will be implemented jointly by the Danish Energy Agency, Denmark’s Ministry of Climate, Energy and Utilities, the Embassy of Denmark in Islamabad, and Pakistan’s Ministry of Energy (Power Division).
Under the cooperation framework, Denmark will provide expertise in three major areas:

The initiative also aims to strengthen the technical and institutional capacity of key Pakistani organizations, including the Independent System and Market Operator (ISMO), National Grid Company, National Energy Efficiency and Conservation Authority (NEECA), National Electric Power Regulatory Authority (NEPRA), Power Planning and Monitoring Company (PPMC), and the Private Power and Infrastructure Board (PPIB).
Officials said the programme will facilitate knowledge sharing, institutional reforms, technical training, and policy support to promote low-carbon economic growth while contributing to the implementation of Pakistan’s Nationally Determined Contributions (NDCs) under global climate commitments.
The new partnership builds upon the success of the Danish Energy Transition Initiative (2021–2025), during which Danish experts supported Pakistan’s energy institutions through technical cooperation, study visits, and Green Tech events held in Karachi and Lahore.
The initiative reflects the shared commitment of Pakistan and Denmark to developing a cleaner, more secure, affordable, and sustainable energy system while enhancing bilateral cooperation on climate action and green economic development.
