NEW YORK: United Nations officials and representatives of member states have called for stronger and more effective efforts to advance the right to development.
The call came during a high-level meeting at UN Headquarters in New York. The meeting marked the 40th anniversary of the adoption of the Declaration on the Right to Development. It was held during the 81st session of the UN General Assembly.
Speakers reviewed progress in global development. They also discussed major challenges that continue to affect countries and communities around the world.
Khalilur Rahman Highlights Uneven Progress
UN General Assembly President Khalilur Rahman said human development has made major progress over the past four decades.
However, he noted that progress has not been equal across all regions and societies.
Rahman said development is not only about economic growth. Instead, it involves economic, social, cultural and political processes.
He stressed that people should remain at the centre of development. They should have the opportunity to participate in decisions and benefit fairly from development gains.
Declaration Adopted in 1986
The UN General Assembly adopted the Declaration on the Right to Development on December 4, 1986.
The declaration recognizes the right to development as an inalienable human right. It states that every person and all peoples have the right to participate in, contribute to and enjoy economic, social, cultural and political development.
The declaration has since provided a framework for efforts focused on sustainable development, poverty reduction, social inclusion and international cooperation.
Guterres Warns of New Development Challenges
UN Secretary-General António Guterres said development, human rights and international cooperation must move forward together.
He also highlighted the progress achieved during the past four decades. This includes a major reduction in extreme poverty, wider social protection and longer life expectancy.
At the same time, Guterres warned that the promise of development remains unfulfilled for millions of people.
He pointed to widening inequality, food insecurity, rising debt, conflicts and economic challenges as major barriers to further progress.

The UN chief also called for greater investment in education, food security, water and sanitation, healthcare and social protection.
In addition, he urged action on debt burdens and reforms to the international financial system. He also called for faster progress towards renewable energy.
Technology Brings Opportunities and Risks
Speakers also discussed the impact of new technologies on development.
Artificial intelligence and the digital revolution can improve public services, expand access to education and create new opportunities. However, unequal access to technology can also widen existing gaps.
Rahman noted that billions of people remain offline. He called for efforts to bridge digital divides and ensure that developing countries can help shape new technologies.
The UN General Assembly president also stressed the need for inclusive and transparent governance of emerging technologies.
Development Linked to Peace and Human Rights
The UN leadership stressed that development cannot stand apart from human rights and peace.
Guterres said progress in these areas must advance together. He also pointed to the Sustainable Development Goals as a roadmap for fulfilling the right to development for everyone.
The 40th anniversary meeting provided an opportunity for member states to review progress and consider practical steps for the years ahead. The UN says the anniversary also aims to strengthen international cooperation and promote more inclusive and sustainable development.
