ISLAMABAD: Russian Ambassador to Pakistan Albert Khorev has accused Ukraine of waging what he described as a full-scale hybrid war against Russia, with support from Western countries.

Speaking at a media briefing in Islamabad, Khorev alleged that Kyiv had adopted what he called terrorist tactics to spread fear among Russian citizens.

His remarks reflected Moscow’s position on the ongoing Russia-Ukraine conflict.

Russia Claims Western Support Exceeds $160 Billion

Khorev claimed that Western military assistance to Ukraine exceeded $160 billion between 2022 and 2025.

He also said 54 countries had provided military or financial support to Ukraine during the conflict.

However, the figures presented by the Russian ambassador were not independently verified during the briefing.

Western governments have publicly described their assistance to Ukraine as support for its defence against Russia’s invasion. Ukraine and its allies have repeatedly rejected Moscow’s characterization of the war.

Ambassador Criticizes Western Sanctions

Khorev also claimed that Western sanctions had failed to destroy the Russian economy.

According to the ambassador, sanctions against Russia had instead caused losses of between €1 trillion and €1.6 trillion for the European Union.

He did not provide detailed evidence for the estimate during the briefing.

Western governments have imposed extensive sanctions on Russia since its full-scale invasion of Ukraine in February 2022. Moscow has repeatedly criticized the measures and called for their removal.

Russia Raises Maritime Law Concerns

The Russian ambassador also accused Western countries of violating international maritime law.

Khorev did not provide further details in the remarks about the specific incidents or measures he was referring to.

The comments came amid wider disputes over maritime security and international trade routes linked to the broader Russia-West confrontation.

Moscow Says It Is Ready for Talks

Khorev said Russia remains ready to resume negotiations on a political and diplomatic settlement of the Ukraine conflict.

Russia has previously said it supports negotiations while insisting that any settlement address what Moscow calls the root causes of the conflict. Ukraine and its partners have also discussed diplomatic efforts to end the war.

Recent diplomatic contacts have continued in 2026, including discussions involving Russia, Ukraine and the United States.

The latest remarks from the Russian ambassador underline Moscow’s continued emphasis on negotiations while maintaining its criticism of Ukraine and Western governments.
