KUWAIT CITY, The Government of Kuwait has formally approved a defense cooperation agreement with Pakistan, paving the way for closer military collaboration between the two countries across a wide range of defense sectors.
According to Arab media reports, the approval has been officially published in Kuwait’s Official Gazette (Kuwait Alyawm) under Decree No. 73 of 2026.
The decree ratifies the bilateral defense agreement signed in Kuwait on June 11, 2023, with the objective of strengthening defense relations and establishing a comprehensive framework for military cooperation in accordance with the laws of both countries and their international obligations.
Under the agreement, Pakistan and Kuwait will cooperate in areas including military training, defense education, logistics, exchanges of military personnel, technical expertise, scientific and technological cooperation, and military intelligence.
The agreement also provides for the development of annual implementation plans through executive protocols and programs agreed upon by both sides.

In addition, the framework encourages high-level official visits and institutional exchanges to deepen defense engagement and enhance strategic coordination.
A Joint Military Committee will be established to oversee implementation, coordination, and monitoring of the agreement. The committee, appointed by the defense ministers of both countries, is expected to meet once every year.
The agreement contains strict provisions for the protection of classified information, stating that confidential documents, intelligence, and materials exchanged under the framework cannot be shared with any third party without the prior written consent of the originating country. These confidentiality obligations will remain in force even after the agreement expires.

Financial arrangements are based on the principle of mutual cooperation. The host country will cover the costs of domestic official travel, accommodation, and emergency medical treatment for visiting military delegations.
The agreement further states that its provisions will not affect the rights or obligations of either country under other international treaties or agreements.
Any disputes arising from the interpretation or implementation of the agreement will be resolved through bilateral consultations, with both parties agreeing not to refer disagreements to any third-party mediator or domestic or international court.
The approval marks another step in the expanding strategic partnership between Pakistan and Kuwait, reflecting both countries’ commitment to strengthening defense ties and regional security cooperation.
