Representatives of the International Committee of the Red Cross (ICRC) are expected to meet Israeli security officials at a detention facility this week.
The meeting comes as the ICRC works to resume visits to Palestinian security prisoners and detainees held in Israeli facilities.
However, the meeting itself does not mean that prison visits have resumed, an ICRC spokesperson told The Times of Israel.
ICRC Continues Talks With Israel
The ICRC said it remains in talks with Israeli authorities.
The organization hopes to restore its visits to Palestinian detainees. Such visits allow ICRC representatives to meet detainees and monitor their situation.
The development follows a report by Israel’s Channel 12 that suggested ICRC visits could restart this week. The ICRC clarified that discussions with Israeli authorities are still continuing.
Israeli Court Overturns Blanket Ban
Israel’s High Court of Justice unanimously ruled in June to cancel the government’s blanket policy blocking ICRC visits to Palestinian security prisoners.
The policy also stopped authorities from sharing information about the detainees with the Red Cross.
The government had partly justified the restrictions by citing Hamas’ refusal to allow the Red Cross to visit Israeli hostages held in Gaza.
The court did not set a specific date for the visits to resume.
Reports from Channel 12 said the government had sought to delay implementation of the ruling until after Israel’s elections in late October.
Reports Raise Concerns Over Prison Conditions
The renewed debate over ICRC access comes amid concerns about conditions inside Israeli prisons.
Reports from Israel’s Public Defender’s Office, released earlier this year, alleged severe conditions for Palestinian security detainees. The reports cited violence, inadequate food, medical neglect and poor sanitation.
The Israel Prison Service has denied allegations of systematic abuse.
National Security Minister Itamar Ben Gvir has also publicly supported tougher conditions for security prisoners since the October 7, 2023 attacks.
ICRC Has Long Monitored Detainees
The Red Cross has a long-standing role in monitoring detention conditions and maintaining family links for Palestinian detainees.
The ICRC says it has facilitated visits to Palestinian detainees in Israeli detention facilities for decades. Its work includes monitoring detention conditions and helping families maintain contact with detained relatives.
The organization has therefore continued to push for access to detainees despite the post-October 7 restrictions.
For now, the planned meeting marks another step in the dialogue. It does not yet confirm the full return of regular ICRC prison visits.
